The Medicaid program has been in operation since 1965 and the CHIP program was created in 1997. The Children’s Health Insurance Program Reauthorization Act of 2009 (CHIPRA), signed by President Obama on February 4, 2009 allows states to have more opportunities to improve access to these programs.
